Dwain Garner, P.E.

arner has been president of CGA Engineers, Inc. since 2005. He has over 2 decades of engineering experience, primarily in the areas of transportation, municipal and airport engineering. Mr. Garner has been involved in projects for the Oklahoma, Kansas, Alabama and Mississippi Departments of Transportation and the Arkansas Highway and Transportation Department. He has also worked on numerous transportation, water, sewer and stormwater projects for municipalities across northeastern Oklahoma and various airport projects in Oklahoma, Arkansas and Alabama. Mr. Garner has been expanding his resume during the past several years to include land development projects, primarily for our Native American Clients.
Mr. Garner heads up the project development team. His responsibilities include design team task assignments, schedule, quality assurance / quality control and budget oversight, along with technical expertise. In this capacity he will be directly responsible for the project development and function as the principal in charge.

Sara Arzu, P.E., CFM

With 20+ years of civil engineering experience and, with an emphasis in transportation and stormwater, Ms Sara Arzu oversees the production of street and stormwater design projects. She has worked for numerous municipalities and private engineering firms designing and overseeing all types of public projects. Ms. Arzu is a Certified Floodplain Manager in addition to being a Professional Engineer.
Ms. Arzu is responsible for plan production, design parameters, project coordination, and functions as the project manager.

Jeremy Weiland, P.E.
Jeremy Weiland is a senior project manager with 16 years of engineering experience. He has broad engineering experience from water and sewer, to development and transportation design and management including field engineering for a bridge contractor. Jeremy enjoys working with tribal nations, public agencies and private owners to ascertain to needs of the of the entity and craft solutions that perform as expected and promote confidence. His passion is developing relationships and creating the best team to partner with clients and provide distinguished professional services. Jeremy has been involved in projects across the state of Oklahoma and western Washington State; he has significant experience working with Cherokee Nation and other tribal nations.

Gary Gill, PLS

Mr. Gary Gill, professional land surveyor with over three decades of experience performing boundary surveys, American Land Title Association property surveys, cross country utility surveys, topographic surveys for engineering design, hazard mitigation and remediation, subdivision and cemetery designs and lot layouts, engineering surveys for various types of civil engineering projects, accretion surveys, hydraulic feature surveys and floodway cross-sectioning, reestablishing obliterated section corners and construction staking. Mr. Gill has performed all aspects of boundary surveys, engineering surveys, engineering technician computations and design, construction staking and construction inspection on many engineering projects. He is also an engineering technician and draftsman, and has performed resident inspections of construction projects.
Mr. Gill coordinates all field investigations. He heads up the survey team responsible for collecting survey data. He develops the plats as required for each development.
